In January 2013, twelve Regional Service Commissions were created in New Brunswick. The mandate of the Regional Service Commissions (RSCs) is to deliver services to communities for land use planning and solid waste management, to facilitate voluntary service arrangements among interested communities, and to act as a forum for collaboration among communities on regional issues.
On March 31, 2015, the SERSC Board voted to:
o Approve the transfer of responsibilities relative to the role of administrator of the pension plans of the former commissions in existence prior to the creation of the SERSC to a committee composed of SERSC employees.
o Approve to create a single registered pension plan.
The SERSC Pension Plan includes a GRSP valued at $2,826,537 and a DCPP valued at $2,882,873 (December 31, 2022). As of December 31, 2022, there are 159 active members participating in the plan.
The scope of services required includes:
- Enrollment of new employees into the Plan.
- Provide financial advice to all members at no extra cost.
- Follow recommended investments closely and meet with the Pension Committee annually, or as needed, to provide updates.
- Coordinate with the Pension Committee to provide bi-annual individual, "in-person", meetings with all members. These meetings will take place on-site at the respective SERSC offices.
- Provide ongoing on-site education sessions for all staff as requested by the Pension Committee (Minimum of one per year).
- Provide advice and guidance to Pension Committee as requested.
- Recommend modifications if there are significant changes in markets and bring to the attention of the Pension Committee if there is a need for change.
- Provide quarterly reporting of portfolio performance (i.e. portfolio statements).
- Provide access to plan members to their accounts online.
The successful proponent will also be expected to serve as a resource and be available for questions on financial related issues throughout the fiscal year.
